Local Advocates Demand Texana Increase Access to Asian Americans

Fort Bend County is recognized as one of the most diverse counties in the nation. Asian Americans make up one of its largest, fastest growing, and most affluent ethnic groups. Despite this noteworthy recognition, a 2014 report revealed that Texana, the largest behavioral health provider in Fort Bend County, has provided limited professional interpretation services to Asian Americans. In fact, the report revealed that professional interpretation services were rendered a meniscal 3 times for only Vietnamese in the 2014 calendar year. Advocates for Asian American rights and equal access to mental health care have long complained to Texana’s governing board and executive leadership about Texana’s ineffective means of accessing professional interpretation services for Asian Americans and its unwavering resistance to respond to the outcries of the Asian community. Asian Americans have to seek the assistance of family and even their children to interpret for them when accessing services at Texana. They are often unaware of their right to professional interpretation services. Consequently, Asian Americans jeopardize their privacy and relationships to get the behavioral health care they desperately need. Asian Americans also risk receiving misinterpreted medical advice and instruction using family and their children because Texana does not offer as a standard of best practice, professional interpretation services at the onset of their care and throughout their treatment. The findings in the report demonstrate that Texana is not meeting the linguistic needs of the Asian Americans community in Fort Bend County which includes multiple languages and dialects. When confronted with allegations of deterring Asian Americans from seeking behavioral health services due to inaccessible professional interpretation services, Texana’s leaders held fast to their position that they are meeting the minimum requirements of law and if a patient asks for interpretation services, it is then provided. Department of State Health Services (DSHS), the largest funding source for Texana, was consulted about the issue. After a careful review of Texas Administrative Code (TAC), DSHS shared that state funded local mental health authorities are not required to provide as a standard, the highest quality, most effective and accessible means of professional interpretation services to Asian Americans. Texana is simply required not to deny a patient interpretation services if they ask for it. In reaction to these findings, Vanesia Johnson, Chairperson of the social welfare organization, Citizens Advocating for Social Equity (CASE) stated, “Far too often we find the work of addressing health disparities and racial/ethnic inequity held up by laws, policies, and statutes that do not equate to quality and effective practices that meet the needs of diverse groups.
